The ability to track people's location and monitor conversations is an issue with the providers right?
Are there any ways to circumvent these issues? Maybe some phone-phone encryption for calls and a physical switch that absolutely removes power from your phone when you want it off.

It's an issue with the structure of the network itself. Having to rely on a large number of individual towers and having to identify yourself with a static code tied to your real identity are the two biggest issues to address. That, and most radio/chip firmware being arcane black box garbage.
