Presumably, it uses the case surface as heat output.
Neat idea, but there aren't really that many applications for the high end or industrial market.
If you look where the industry is today, it's where the consumer market will be in 5 years.

Well I can see why it'll be useful for a HTPC or other times when any noise can be annoying, but I still think slow fans are better if you're just aiming for a silent desktop.
Wouldn't mind something similar for a laptop though, using the chassis, or just the base, as a heatsink would make cooler pads much more efficient.
