It's more than that. If you do a fresh install from either a base install or SP1 you have to do several updates manually to get updates working. Even all of those manual updates couldn't get my install working. I ended up using http://download.wsusoffline.net/. Shits a little faster too. And you can set it up to automatically do a series of updates and reboots.
