I noticed this problem when I started up games and my screen would actually shift to the left and fuck everything up, the games would crash.
Now I am getting constant minor flickering horizontal lines even with just a browser open.
I can still use the computer to do basic shit [spoiler]like buy a new computer[/spoiler]
But I was hoping someone had a solution I could try because reinstalling drivers did not help
I should say that this GPU is a radeon hd 6800 and like 6 or 7 years old

I had the same issue with my R9 270x, it's fucked.
The solder balls are warping/microtearing in a way that prevents signals from being sent to the gpu from the card. I fixed it temporarily by using a clothes iron to heat up the card, but this is a temporary 1-month fix. You can try a heat gun or reball it; perhaps my iron was not hot enough to cause permanent change in the solder balls. I'd buy a pyrometer or high temp thermometer though, since few heat guns can set and maintain the constant temperature that melts the solder without actually destroying the card and processing unit.
From my experience, RMAs suck and you will get a shitty reflow that will die after the 30-day period in which an RMAd product can be RMAd again.
My current card is a gtx950 FTW with a backplate for extra support and durability. Nvidia usually gets higher reliability ratings than radeon, so I use it is as my main backup card.
Anybody saying it's drivers is memeing you, this is a hardware issue.
