Whenever I try to install any Nvidia driver for my GTX 1070 on Linux Mint with Cinnamon, it can't open the file using "the Western (ISO08859-15) character encoding. I don't know what this means. Whenever I try to change the "character encoding" to the only other option, (Current Locale UTF-8) it doesn't work either. No download I have seen has worked to fix this. Please help. On my laptop, every Linux distro I've tried "just werks" but on my desktop, everything is a pain in the ass like this.

Mint is a bastardization of Ubuntu and often has problems like you're facing. I was using Mint up to 17.1 and had a similar issue. My 980ti wasn't giving me full native resolution. (1440p).
I went to standard Ubunutu 16.04 (MATE Desktop Environment) and everything just werked. Have you tried a different version of Linux. In all honesty it might just be a driver issue and won't be fixed for some time.

one of the reasons Mint and Ubuntu are good is there are a shitload of people using them and almost every issue is a google search away from being fixed
people knocking mint because of driver issue as if he would have LESS issues on some distro like Arch

Mint babies are supposed to click through the settings menu and choose outdated nvidia kernel modules from there.

I've ran Manjaro with my GTX 760 for about 2 years now and I haven't ran into any problems with Nvidia's driver.
