Yes you should. The only malware that you'll ever know about now is ransomware. Anything else and you'll have no idea your computer has been compromised. Depending on the level of that compromise you could be blackmailed

No, it's just paranoia.

Anyone who had access you webcam would also presumably have access to a lot more than that on your computer, and could do far more serious things that simply photograph you.
If you trust you computer, than taping your webcam is pointless. If you don't trust your computer, you have far bigger things to worry about.
