Here are a few ideas to increase profit:
Make and sell an official 4chan app on play store. People would probably buy it even though there are free alternatives. (clover was banned because it wasn't marketed as an adult app and someone posted porn on /a/, which means a 4chan app can survive on jewgle as long as they don't fuck up). Put ads into it unless they have a pass (current chan apps don't contain ads)
Get ads back, especially on porn boards.

Users will like it because they get to have a taste of power and it won't destroy 4chans culture because the mods have always been the biggest trolls.

I'd be concerned about scalability. You'd need to have some logic about how it distributes the files to peers. According to the front page there's 744GB of active content and 205,855 active users. That's 3.7MB for each user of the site to host. With some replication you could do like 50MB on each client and give bias towards people hosting images from threads they're in (if you're in image heavy threads using more resources, you get to serve more resources. deal with it fagit). After a period of time 4chan could prune the original images and just let the peers distribute them. Doing it this way could probably cut the bandwidth and disk space requirements by an order of magnitude or two.

This is why files are encrypted before sending them to clients. You could probably even do AES with the file hash as the key. That means that people would have plausible deniability in the event there was any illegal shit floating around. They couldn't possibly decrypt it without scraping the entire website for hashes, so they couldn't have known what it was. This is similar to how Tor operators aren't held responsible when someone does something stupid. And yes, there would be a method to delete files, since you'd want to prune them when threads or posts are deleted anyway.

I would advocate for really low file size limits, which would shunt a lot of the high res and animated stuff off to external hosts like imgur and all those pomf clones.

Also, I'm not sure how 4chan is engineered, but I think the organization could benefit from on-demand scaling to cut infrastructure maintenance costs.

I don't think (in general) removing boards will fix the problem. Maybe they should consider advertisements that integrate with the content. Also, using cookies to try and have better targeted advertisements (that users can opt out of) could help the situation.
