Are chromebooks memes or are they actually decent devices?
Is the ability to use android apps as nice as people thought it was going to be?
If you only use the internet, they are decent.
I used a Chromebook at my hometown's library and I thought they were kinda mediocre compared to the desktops.
They are both. Chromebooks satisfy two kinds of users: pure window-licking normies who only want or need muh web and appreciate that they can't infect themselves with viruses by indiscriminately clicking on catpix AND the above-average linux nerd who can turn a shitty <$50 used chromebook into a decent linux platform.
Everyone in between is just frustrated by the platform and their own limitations with it.

I see a Acer Chromebook 14 CB3-431-C5EX for $290 after taxes on sale, is it worth this price as a gift for someone or are there better choices?

They're bretty gud with full linux on them. The battery life kicks ass, but the keyboard layout is pretty shit and requires you rebind keys for basic things.

I installed GalliumOS onto my Samsung WINKY Chromebook. Suits my university needs quite nicely for a $300 NZD laptop.
