No, it's a BIOS/UEFI thing. All my Linux desktops do that also.

Not him but holy fuck,did no fucking one in this thread ever heard of the power switch on the PSU? There is a switch that cuts power to it,fucking just flip it and be done with this shit. Same goes for the outlet in which the laptop is plugged. (depends on you if your extention cord that you bought has a switch on it,it's usually red and has a led that turns on when it's on the ON state and it's off when the switch is on the OFF position)
