Hi I'm looking to develop a new open source Empire management game with rts option.
Something inspired by "shogun:total war" or "Dracula: Reign of Terror"

I want it to be:

* runnable on Linux, and preferably android too
* Easy customisable especially the graphics so people can make their own maps and units easily

3d/fancy graphs is not really a requirement, gameplay is.

Im currently looking at html5 games, with for example EaselJS
Alternatively, Java is also an option

Any thoughts on this /g/ ? How feasible would it be with html5 ? Can I make java game runnable on android or should I go for html5? What about performance?

Java is pretty much your go to choice.

If you want web based go with JS&html5

The language doesn't matter at all, and you asking this question shows your lack of programming knowledge. Which is not bad, but a game is a huge and complex project and you have to know your shit in at least one beneficial skill (ideas do not count).
Two things as a tip:
Look at 0AD,it's open source and in developement for years, yet they are not even in beta.
Second, there are enough game engines nowadays where you code the game once and release it to several platforms, i.e. LibGDX.

Not really sure, havent developed anything for phones myself. Pretty sure you can create something that works with ease.

I program java and javascript for 12 years, but no games yet.
There are no OS empiremanagement / rts games in java or html5 worth mentioning unless I'm mistaken. Dont want to make the same mistake as minecraft did, and end up regretting the choice for java at the end.
