I thought that was dependent on the mobo manufacturer. They were required to put out bios updates to disable the method.

Yes it still works with some motherboards, you need to download a BIOS from a shady website though so be prepared for a possible brick.

Because Intel told them to. You can still downgrade the BIOS to get the overclocking ability back
