I'm yet to find an opensource license that disallows that. Many have things to say on what you can do with the modified code (how, if at all, can you redistribute it, can you redistribute the compiled program that's based on your mofidications and if so under what conditions, etc.).
Heck, what I've written about doesn't even fully cover freedom 1 of GNU, since I haven't mentioned anything about running the modified source code. That's why I'm dumbfounded by you pulling in the four freedoms into the conversation.
