Because theoretically you can encrypt your HDD with closed source bitlocker.
And when you will become terrorist, the good gov might need to access your HDD to find / forge evidence against you. And if you somehow managed to get to official court (some terrorists never get so far btw), you could claim that the evidence is false because encryption.
And since closed source have always backdoor, the password never matters in this case, but the public MUST KNOW IT IS SAFE AND RELIABLE (or all the terrorists will use real open source encryption) so you have to set up pin. which are only 4 numbers easily brute forced to bypass your strong 52 random letters password worth more than 256 bit entropy.
