>have it snap a picture at 1-2 frames per second so it doesn't waste too much HDD space, can also have a program auto rar/delete snaps older than x days
or a phone with wifi and plugged in 24/7 to do the same thing as above.
idk any software which will do any of those things, so i'm pretty much useless anyway enjoy!

Motion detection software is the norm these days. You can set the camera to only save snippets of video that have motion in them.

You can also set it to save the video of a certain amount of time before and after the motion. For example, one minute of video prior to the motion, the video with the motion, then a few minutes of video after the motion. Everything else gets discarded. Good for saving hard disk space.
