The random number generator corruption is the only CPU hardware backdoor that is really feasible to implement and keep hidden for more than, like, 10 minutes.
As a real brief run down:
We know that the US Government has developed an algorithm (based on elliptic curves if you want to look it up) that produces pseudo-random numbers that look like fairly decent quality randomness from basic analysis, but which are actually generated by an algorithm that is reversible, allowing them to, with the right tools, reverse engineer the random events that are core to modern asymmetric encryption, or possibly find out the salt used to make a hash, allowing further breakdown in the security of an encryption scheme.
There's some evidence that the NSA actually managed to get an obfuscated version of this algorithm included in some major software projects. There's no evidence that it's been done to the RNG on Intel chips, and I don't know if it's been through external review, but you could just be double safe and make sure you get a true hardware random number generator based on open hardware and software.

I had an FX-9590, I couldn't underclock/undervolt it or enable any of the power saving states. It's basically a FX-8350 that's configured to always be as hot as possible.
I'm not sure what AMD was thinking. Especially since there's no overclock records with that chip

Not trying to take a stab, as that sounds like a terrible way to market a binned CPU, but yeah.

I did some homework, and most of the forum posts seemed to be from people who didn't know what they were talking about, or people asking the same question.
I thought I was just getting a better binned CPU, but I discovered that it's basically stuck at 4.7GHz/1.537v. It's bad because it would stay around max temperature when using all cores.
Also, my new FX-8350 (PGS) seems to be an extremely good chip. AMD did improve the FX manufacturing since 2 years ago. I guess it came with having a flagship range last 4-5 years.
