You don't need the web for that.

The web sucks compared to other internet methods and protocols because it (ironically) makes spreading information as easy as spreading inane comments. And since people will always prefer the bullshit it rises to the top.

I remember even in the late 90s the trading of text files. Fucking Anachist's Cookbook and the other shit early-teenagers are interested in, but the culture was obviously still there.
