But the ipv4 addresses are running out. Most isp's are switching to ipv6. Some isp's buy old unused blocks of ipv4 addresses from isp's who don't use it anymore so it becomes more inaccurate. But in a perfect world you ip address can be traced down to who it is sold to and therefor also the country it most likely will be used in.
