Yes you can. PS2 and PSP are an example, there are many homebrew things for both. Even PS1 could emulate NES and GBC/GBA games because people programmed an emulator. The only thing you can't "program" is something system based.

All playable on Windows 7 and Linux via WINE (although heroes can run natively). Unless you use BackDoors 10 you won't have problems. You're pretty much guaranteed to run anything released 1998+ on a PC.
