New to Android. Been trying out a lot of phones and thinking of getting a Galaxy S3 now since it's cheap and seems easily rootable. My question is: would I still be able to use modern apps on such an old device?

Yes but there are cheaper and better updated phones than a S3

That are easily rootable? Like which ones?
I've been struggling all day trying to root a Verizon Moto E, and Motorola won't let me unlock the bootloader.

the 1 gb of ram really is dreadful. normie apps such as sc and facebook work nice, dont expect any multitasking done efficiently though. also no pokemon go, unless you like it running slow-ish and crashing. the rom support and rootability of the i9300 is superb tho.

Get a Nexus 5.
It's probably the best performance-per-price you can get.
It's relatively cheap and it still has the performance of a brand new phone.
Almost every phone is rootable and has every rom available, so don't limit yourself. Plenty of more modern cheap phones. Find one and check online for guides on rooting to see how easy it is

Buy a Nexus 5 or 4

Just use King Root

It keeps resetting my Moto E.

Hmm ok. I'm guessing the Nexuses are easily rootable?

Very easily.
