If you have to save money go with win7 but if you can fit it into your budget get win10. Keeping up to date will ultimately help you in the long term even if everyone talks shit about it. Unless you are a user with specific reason to stay on 7, then I don't know.

Same goes for UEFI.

Other than that don't skimp on your PSU, SSD (or M.2) + HDD combo is the tits, and stick to a 1 card set up unless you have enough money to blow on a wasted 2nd card.
