Can someone explain the CUDA cores number? Why are their so weird? Do they just make a chip with N CUDA cores, test them, find M faulty ones and release a card with N-M cores? Like AMD and their three cores?

No. GPU architectures have "clusters" of cores that are enabled or disabled in different cards.
For Pascal, clusters are in groups of 128. That's why you have 640, 768, 1920, 3584 etc. They're all multiples of 128.
