Budget rules out possibility of getting a gaming monitor with fast refresh rates + response time
I think IPS is a must over TN
24 inches seems like enough. Is 27 inches of screen overkill for a workstation?

me too. it must be frustrating for you as well. i know i felt overwhelmed with the lack of consumer choice as well as the bad positioning in big-box stores. it was a major hurdle in me giving a fuck.

A lot. TNs are awful and not worth it for the refresh rate. IPS/VA/PLS are better pretty much in every aspect.
