So let me get this straight;
Only things I need is a good reciever which can record and replay digital signals and I basically can hack into any lock and listen to police radio / plane radio etc.?

say you wait for somebody to open his garage ,then record the digital signals for "open door" and simply replay it to rob him

I think a lot of garage doors use rotating codes, so it may not be fool proof. Although, older ones are probably gtg

cheapest one that can do that is the hackrf, at $300, you'd also have to learn up on SDR because you most likely have no idea what your doing.

hackrf can also do that, and if you JUST want to do that you can get one of those $5-$30 RTl-sdr usb dongles, which can only receive, not transmit
