TWin (forked from Kwin, probably) or you can configure it to use compiz. I don't actually use it much because I'm all "DEs are shit, who needs them" but I keep it around so I can load it up in a separate X session for maximum comfy screencaps. It's essentially a fork/rewrite of KDE 3.5 that uses Qt 4 and doesn't depend on HAL.

That's VNC or X network transparency (which can be used over SSH). Although nobody remotely administrates a Linux server with a graphical shell unless they're retarded.
It is useful to communicate desktops though, no differently than you would Windows using VNC as well or something like MS Remote Desktop.
