Should I upgrade the graphics card or the CPU first?

Pretty low end. And I'm short on money so I can only upgrade one at the moment.
Before upgrading either I'll add more DDR2 RAM to have x64 Windows work normally.

My purpose is to draw with a tablet completely smoothly in Photoshop - drawing a line is really slow and choppy at the moment.
I'm not sure which component is the hindering smoothness in PS right now - CPU, video card, RAM or all three - so I dunno whether getting the CPU or the video card first would be better.

it's more likely to be your CPU. Pentium D can be upgraded to Core2Duo or even Core2Quad in some boards. Either of which will be a huge upgrade and really cheap.

Get 8GB of RAM if photoshop is a priority. DDR2 peaks at 800mhz so try for that.

The GPU is unlikely to be limiting you. 1GB vRAM isn't great but it's probably going to do.

This thing is worth $50 max.

I'd suggest sell that system and get a cheap $50-100 prebuilt system from craigslist with i3 or i5 cpu and it will outperform this on both gpu and cpu intensive task.

You should consider saving for a entirely new budget PC, its not worth spending money to upgrade any components when a single modern CPU with iGPU is faster than your config. (Intel HD 530 is significantly more powerful than your HD5450)

Sell your shitbox, get a better shitbox from craig with an i3 or i5 processor, then stick some form of video card which you can also buy used and call it a day.
