So, I bought a second hand iPadMini two with data in it from an online store back here in PH. I was surprised that the package actually arrived. Problem is, it's still fucking locked into the previous owner's icloud account. I think it was stolen since the fucking asshole of a seller cannot be contacted anymore, and basically ran off with my money. Any tips on what I can do to get this shit running back again?

You can check that lock status by inputting the serial number on the back into an apple website. My sister got scammed before she knew about that.

But yeah, don't buy 'used' iDevices. Or buy from Apple at all
