I wouldn't say everyone should learn to program, but I know it would benefit people in STEM to learn programming, even if they're not doing computer related things. E.g., a number theorist can write a small program to identify numbers in a certain sequence and check which other properties they may have, an engineer could edit an open source (ok, I admit this one is a long shot) program they use in order to add a feature that will make their life easier, etc. But yes, if you don't need it, and would obtain no benefit/enjoyment from it, I don't see why you should learn how to program.

1) they're interested in it as a hobby
2) they encounter or anticipate encountering situations needing it
