I tried booting to safe mode but that just opened regular windows.

How the fuck do I tell windows 10 not to waste my entire bandwith?
I am trying to download a 90MB file in the browser but it takes 2 hours because all the rest is taken by windows update and there is no way to disable it.

I have Enterprise and it still hasn't updated to the Anniversary update. How do I force it

If it was one of the major upgrades (Nov 2015 / Anniversary) you should just clean install instead, windows upgrades NEVER work properly, everyone I know who done one has always had issues until they clean installed

MS asking people to upgrade for free was one of the most stupid things they could have done IMO, they should have just forced clean installs instead of upgrading them to a half-broken state.

Find a Anniversary enterprise ISO and use that to install, next time they release a major upgrade do the same with that.

I need it for a Uni class because the program we use there only works error free on win 10.

I managed to stop it from doing that by setting my ethernet connection to metered with regedit.
What a shit OS, I'm glad I don't have to use it for anything else.
