You take the wattage from the PSU and divide it by 1,000

Then you take that number and multiply it by your cost per kilowatt-hour from your power company (I average around $0.13 per kWh). That is how much it would theoretically cost to run your server for one hour. Multiply that by 720 and you get an approximate cost to operate it for an entire month.

Hint: It won't be more than a couple bucks. Power is actually cheap as fuck, it's things like water heaters and fridges and laundry machines and heaters that crank your bill up, not PCs.

That really depends on what you want to do with your server. If you just want a file server, then the laptop would probably be the best in terms of power draw and noise but if you want to use virtualization, run a SAN or have a large NAS then a used dell Poweredge, Powervault or equivalent from another company would be better.
And if you're thinking of buying a 1U unit be prepared for a lot of noise.

Intel atom laptop will definitely be faster, but the Raspberry Pi 3 is plenty fast for hosting a website for example. The raspberry pi has less software because it is running ARM linux, and whatever distro you use will have less packages.

Save 250 bucks and get a Dell Poweredge T20 in Xeon configuration and some extra RAM.
Shit is small, quiet, cheap and powerful enough for home requirements.

I'm running Proxmox with various VMs at this point: FreeNAS, DNS, game servers, media streaming, home automation, content acquisition.
Doesn't break a sweat. I might just buy another one and create a cluster for redundancy.

Used a Pi and a Synology NAS before but quickly grew out of them. You really need some computing power to have fun aka get a real server poorfag.

I have a pi3 with plex on it that I use for a media server. I've streamed terabytes through that bitch with no problems. Multiple tv's watching different streams. Even transcodes shit fine. I'm happy with it for 30$.

That's probably all the power it has though, wouldn't try using it for anything more intensive than that. I guess if I wanted more I have a bunch of old laptops I could use but they'd prolly catch fire eventually jammed behind my TV.

Got an Intel NUC the other day, I wouldn't have bought it if it weren't for the fact it was an i3 6100U with 8Gb ram for a mere $150 which I haggled the kid and got it for $130.
