I used C++ Builder at college for my RAD classes, it was pretty comfy. But C# is superior for GUI programming and Visual Studio is free.
Visual studio community is just perfect, smooth integration with git as well

CodeBlocks is the best C++ IDE for me. It's open source, user friendly (which means the GUI does not look like trash) and works better than other IDEs.
