M.2 is just the connector, they can be either SATA or NVME. SATA M.2 drives are primarily for laptops that don't support NVME.

Usually down to the flash controllers and how aggressive (i.e power-hungry) they are set. Eco-friendly SSDs usually use less power at idle by turning off features and only use slightly less power than other SSDs when they're pushed to 100%. That comes at the cost of less performance overall. It's just that SSDs are almost instant in switching from a passive low-power state compared to spindle-platter drives.
Even then, the fastest SATA SATA (be it 2.5", mSATA, or M.2-SATA) only uses about the same amount of juice as a 2.5" 5900rpm platter drive at idle.
