What.CD's economy isn't designed to let people download what they want. It's designed to make sure everyone is permaseeding everything going to garage sales to find shitty obscure music to upload.

Of course it does this very poorly because once you've gotten to Power User and have a sizable buffer there's basically no reason to seed or upload.

The easiest way to get upload is to fill requests. As a rule of thumb you'll want at least two gigabytes for every dollar you spend. Anything lower isn't worth it.
