for 3000mhz those timings are fine actually. With expensive ass RAM you could probably lower them, but for average priced RAM that's what I would expect.

DDR4 timings overall are just higher than DDR3, however since the frequency is so much higher the effective latency is still lower with DDR4, despite the high timings.
