You can spawn as many logical processors as you want. It's commonly done for things like VPS hosting.

8 physical cores becomes 16 logical cores in hardware on a hyperthreaded Intel chip.

But you could further subdivide that by say a factor of 10 in software (eg: Hyper-V) for 160, which isn't efficient because the processor physically doesn't support it, but for the purposes of compartmentalization it's very useful.
