Even the Developers of Wine don't know what it means. Wine is an emulator, it is just not a vm. They acknowledge this now but are so deep in the meme they continue to lie about it.

Wine is a shim which intercepts windows API calls and converts them in the fly to the corresponding Linux API call(s). A emulator or virtual machine instead emulates a physical machine.

IT CAN emulate a small virtual desktop for it though I believe for those programs that won't work any other way.

Apparently a lot of games run well with wine/play on Linux. I would never trust wine to do anything with 3D rendering though.
