I could see it as being possible a few years from now. The scouter would just be an augmented reality device, and it would use sophisticated computer vision algorithms to identify people and calculate a "power level" based on things like height, weight, estimated muscle mass, etc.

That's a very simplistic way to determine one's power level though. If there are two equally jacked and tall dudes, but one is black belt in jiu-jitsu and the other one can't fight for shit, the scouter would still show them as equals. It also doesn't take into account medical problems that are not immediately apparent, like asthma and diabetes, so, unless it had a database with all of the human's medical records on earth like >>56971530 said, it wouldn't really give a reliable result. Not to mention, the database would have to be constantly updated and maintained, and it wouldn't take into account alien life. So, we wouldn't be able to scan a namekian's power level.
