When enabled, it allows you to scroll around in an Excel spreadsheet. Don't remember any other functions of it but I'm sure you can find them on the following web site:

In old terminal windows scroll lock is used to toggle between arrows controlling command history or scroll the buffer.
I'll put in a way that's newfag friendly:
Scroll lock off: Up key shows you the last command you did.
Scroll lock on: Up key will scroll the screen up like the browser's scroll bar.
This shit still works last time I tried FreeBSD, might work on linux too.
