It's not just about legacy code. It's mostly about security and that 100% uptime. Say what you will about IBM but their mainframes are ridiculously robust.
Nokia bought Alcatel. They were big in Europe but now they are even bigger. The way I see is they are just going to abuse the fuck out of their position inside Europe, use lobbying to make life hard for competition, especially those coming outside of Europe.
