It's time that if ISPs want to start charging for usage like a utility, then they need to start billing like a utility, and be subject to the same regulatory oversight.

This means usage based billing. They claim in the email that only "1%" of users reach 1TB of transit a month, so why is the price the same for everyone?
An independent 3rd party would determine the average cost per GB, and then also manufacture and certify the devices that measure usage, just like water and electricity.

Of course, this means that most people would pay much less, so the ISPs will never agree to this.

The idea behind billing per GB is that it requires X amount of the network's capacity to move that GB, and the cost of using that capacity is Y.
Transit is more expensive during peak hours, and it would make sense for ISPs to bill differently based on time of day.

cumcast tries to offer me an "upgrade" service about every 90 days or so. I just ignore them. My neighbor uses them and gets between 1 and 5 hours of outage every week, has something like 20% of my speed. Haven't even considered cumcast since something like 2007 or so. but ISPs all already throttle ("traffic shape"), this is basically the next level, either out of pure greed that the people will go over and they can hit them with extra charges even though they don't really strain the system that much more, or they think people will actually use the internet less, thus putting less strain on the system. and don't ever suggest they just use the profits they have and actually upgrade their shit like they were supposed to years and years ago in exchange for lax regulation/taxation, that's heresy to them.

data caps make no sense, they only lessen the strain by theoretically scaring "heavy users" into using less. but that doesn't work because the real strain comes from peak usage in an area, not someone who downloads a large amount over time. in a way that is actually the best user, since they don't follow a regular pattern of usage or their usage is constant but not that heavy. someone constantly torrenting 24/7 at reasonable speeds strains the system less than many people suddenly streaming when they get off work.

ISPs should just be more honestly about their throttling and when it happens, and improve things over time so they have to throttle less. but that would violate their entire business strategy which is basically collusion, cronyism, and gang-like territory control.

Surry County. Pretty sure TWC has a presence in most of NC, including all of the Triad. Even though I lived in rural Surry County, we were basically serviced out of Greensboro and always had the same plans available as Greensboro. We got DOCCIS 3 and speed bumps etc. on the same schedule. I had some issues with the service when we first moved in but after they fixed it it was basically rock solid for the decade I lived there. I consistently got speeds *higher* than my plan specified.

I was on TWC/Spectrum before so switched to GFiber a month ago, all in all it was pretty good, paid for 250 down / 50 up, got 300 down / 75 up. Admittedly I was paying like $80 a month, so more than GFiber for less speed, but TWC is pretty solid compared to Comcast and ATT and it has no data caps.

Bandwidth, in general, costs about 5 cents per gigabyte transferred. Look at how much it costs to buy bandwidth at a colocation center.
And yes, it is like minutes on phones because you are using X amount of capacity of the provider's network.

I'm not going to defend the bandwidth cap, but it puts unproportionate load on the provider's network for you to burn 4TB seeding torrents all month.
