Watch later remembers the position when you quit the video. It'll resume from same position once you play same video again.
Use Shift+q while quitting to enable this.

Yes, but it's internal. You need an external .glsl file for crossbilateral. I never had any obvious errors with the internal shaders, but all external shaders brought some very obvious errors in my experience.

That seems silly. These shaders are meant to upscale videos, right? That means they should only be used for "shitty quality videos" because those are the only ones with lower resolutions.

Still, I'd say it's better to use the highest quality scaler for these videos, even if it also scales the artifacts, those can be "fixed" later. this won't matter in most cases, and the file will be flagged to start at the appropriate time (actual playback will be 8 seconds)

for -c, you can do things like;
"-c:a copy -c:a:1 libopus", the first sets all audio streams to "copy", but the second overrides the codec for the second audio stream to "libopus"
the same can be done with things like bitrates, lets say you have a video with a commentary track you want to be made lower quality since it's just voice, you can do "-b:a 336k -b:a:2 24k"

Not him but there are multiple ways to deband. Gradfun (as ffmpeg filter) has always been the worst possible choice. For a long time f3kdb via VS was preferred but for a long time now mpv ships with its own debanding algorithm that is better or at least not worse than f3kdb.
So there's really absolutely no reason for using gradfun. Hell, it's so bad it even introduces new banding in certain examples.

There's no AMD cards for the T420 unless you're using a eGPU, it was offered with the HD3000 iGP and the NVS 4200 GPU as an option
The HD3000 struggles with 1080p24 video with deband sometimes, so you can expect framedrops with a lot of videos
