Are there any secure ones that are cross platform (including mobile) and synchronize via the cloud?
"Ill store all my passwords and usernames in a publicly shared folder"
seriously do idiots really use password managers?
encrypted keepass file in an encrypted container in your favorite cloud storage service

Just use KeePass with an SSH server. Can be from your own router or a free shell account.

Don't bother with the container. It's already encrypted.
Keepass.
You can upload the database on a cloud service of your choice. You never put the keyfile on the internet, that is only moved manually and it is only transferred once. That way someone can hack your cloud service and download the database if they want to, but they will never be able to open it, even if they had the password for it as the keyfile would be needed.
Then you can use Keepass2Android for example to easily synchronize the cloud one. It'll automatically pull the latest version if the cloud database has changed.
Currently using 1Password. It's very good.
