Pretty much. GIF is technically a video format. People just semantically treat it like an image format for whatever reason.
it's just one or more independent images (frames) each with a display time (in milliseconds)
technically a video format, but very basic for one, no audio support and terribly inefficient coding for motion (unlike most video formats, there's no inter-frame compression/motion compensation)
