It's not. You don't. It won't.
What it does best is clean up unused cache, but certain cache (like thumbnails) is useful so your PC doesn't need to reload it, although if you delete files often it's useful to get rid of remainder cache and thumbnails if your OS doesn't do this automatically.
Cleaning the registry itself isn't dangerous in Ccleaner, but other cleaners are sloppy and could delete crucial files and cause blue screens of death.
It's used to reduce the amount of junk on your PC, not to improve it's speed. If you value speed you shouldn't use it more than once a month.
tldr
Don't use it more than twice a month, unless you have less than 128GB space on your main drive.
