Why wouldn't it?
It doesn't mean that you can take any application written in C and integrate it in any project, but learning something can always be applied to other things you want to do, especially within the same field.
If you wish to learn something else, start there as it would probably be a faster way to learn it.

Yes, to understand a very high level language like Lisp you have to understand the concept of pointers which cons cells are built on. You have to understand stack frames so you understand the importance of tail recursion.
