Neither are IPv4 addresses, that's why dot notation was invented and why IPv6 has an abbreviated form.

Also, hostnames still exist and HIP exists.

Ipv4 address are easy to use and remeber, just numbers seperated by dots verses numbers and letters separated by colons and wrapped in brackets. Couldn't they have just added a few more decimal places instead?

If you wanted to write an IPv6 address in "traditional" dot notation, you would need 16 numbers. IPv6 notation is a helluva lot easier to remember because you can omit the network prefix and only use the host local address.

For example, localhost loopback address is ::1.

sure, but keep in mind ipv4 uses 32bit addresses, while ipv6 uses 128bit addresses, that's four times the length
so an ipv6 address in the same format would be really long, like;
72.3.12.43.32.111.22.1.212.93.91.90.102.23.3.122
using hexidecimal makes it more dense, which ensures they don't get too long

If only there was a way of assigning names to IP addresses. You could even segregate different concerns into a hierarchy of "domains" and attach the names to such a service. I'd call it Do Not Switch technology or DNS.
