Also will most Skylake boards take DDR3?

cheaper skylakes have the support for ddr3, but most of them are ddr4 so you'd have to get a new set of rams

You should actually downgrade to any Sandy(-E) cpu; both lga1155 and 2011 chips have soldered heatspreaders, unlike your Ivy, which has TIM'd IHS. Also 22nm chips will die in less than decade, because of heavy transistor decay, 32nm do not suffer from such problem and will last just as long as 95-45nm die's.
IPC difference between Sandy and Ivy is neglible. Actually i wonder why you even bought Ivy chip in the first place?

Seems like a reasonable reason to upgrade, but I'd wait because Intel is soon releasing their new CPUs and even if they don't end up being faster, prices will fall on current ones so it's a win win anyway.

Kabylake will support previous windows versions. The only difference between running it on 7 and 10 is that you will miss out on some very useless features mostly intended for laptops.

yes there is. sandy bridge is ~20% faster clock for clock. and it OC's much better.
