yes, It is possible to have viruses come in though dia-up lines, in the 90's and early 2000's viruses/worms/spam were rampant and spam/anit-virus were underdeveloped and malware was a problem.

those are pretty rare nowadays, telephony is usually done over VoIP, i. e. the internet.
Theoretically you can write viruses for any complex(and thus buggy) enough connected device, but doing so would be extremely complex.

Theoretically it's certainly possible to have viruses on the switching equipment, however i highly doubt any exist, as developing those would be rather difficult even for someone as powerful as the NSA. And they have access to way simpler methods like:
a)wiretapping
b)covertly replacing your equipment with modified one.
etc.
