also some IDEs use XML formatted comments in order to generate live documentation. so those comments show up in autocomplete as little snippets. it's pretty easy to do.

I hate XML and I hate VS but I do wish there was an established standard for this. possibly markdown?

This is a good thing. When a developer comments their code people can spend less time figuring out what it does.
