Its variable, the quality is going to degrade like that depending on available bandwidth.
Netflix does "adaptive" streaming, where if your internet hiccups, the quality implodes until it stabilizes, if ever. Obviously the ripper aims to have consistent quality, but sometimes it fucks up for a minute.
Also, lot of Netflix 4K rips don't have any detail above 1080p anyway, because they simply weren't shot at that resolution.
I can't say if this was one of the shows that was true 4K or not.

Yes, there are only a handful of Netflix originals that are shot at 4K. Everything else on Netflix is 1080p at best.

All netflix streams are shit and might actually be worse than yify rips sometimes.
However it's not because of the bitrate, the streaming bitrates they use are great for most video. The problem is they either hardware encode video or use the ultra fast preset on H264 + baseline profile. To top it all off they use ancient 8-bit encoders instead of 10-bit ones because most people still have computers from 2010 for some reason.
