So I've playing around with Wireshark and noticed that some data is coming from the address 64.4.23.169 which belongs to Microsoft.
Is there anyway to decode this data or at least find the process that's receiving it?

And I checked with both netstat and CurrPorts.
Should I just block the 64.4.23.0 - 64.4.23.255 on my router all together?

Try blocking incoming and outcoming packages from to that adress + block all ports on that address to ;) i dont know what is that you can just google it to try to find something more, or post somewhere like stackoverflow

btw you would have to block all 64.0.0.0 to 64.255.255.255 depends on the protocol your router is using... :)
